The LDF Government in Kerala which assumed office in May 2006 has conceived and is implementing a new development strategy for the State. This strategy is in a way a continuation of the socio-economic agenda set in motion by the 1957 EMS Ministry. Socio-economic development in Kerala has been progressing throughout the last five decades on the blazing trail set by the first Kerala Ministry. Now, the new development strategy of the present LDF Government’ has combined the first Kerala Government’s socio-economic growth components with the familiar parameters of economic development pursued at present by the Central Government.

Budget 2009-10: A Growth Engine

The 2009-10 Kerala Budget is intended as a surefire growth engine for the state’s economy.  There is a two-pronged approach in it: to contain the ill effects of recession on the poorer sections of the people on the one hand and to increase the flow of investment into the infrastructure sector to generate jobs and activate the economy on the other.  The budget seeks to convert recession into an opportunity.  It is a bold effort to sustain the growth of the economy in the preceding year and to accelerate the growth process in the coming year.

Indian Chamber of Commerce & Industry (ICCI) hailed the Budget 2009-10 as a commendable attempt for a balanced and sector-wise growth of the state within the limited resources.  The Malabar Chamber of Commerce and Calicut Chamber of Commerce and Industry also lauded the bold attempts for growth made in the budget.
